  Biomedical security state and state-run bioterrorism programs: six American statutory frameworks - see subhead, 1983 - Public Health Emergency Program.
• Governs consolidation of power, HHS Secretary, to declare, maintain and wield unchecked authority during ‘public health emergency.’ Purports: no judicial or Congressional review or oversight; no authority for states to reject or defy.
• Legalizes HHS Sec., with DoD, DOJ, DHS, NSC, operation of mass murder program, camouflaged as public health; license to kill delegated to state and local health, law enforcement (police), private contractors: with no criminal or civil liability.
• Core provision: 42 USC 247d-6d(c)(4): “Defense for acts or omissions taken pursuant to Secretary’s declaration. Notwithstanding any other provision of law, a program planner or qualified person shall not have engaged in ‘willful misconduct’ as a matter of law where such [person] acted consistent with applicable directions, guidelines, or recommendations by the Secretary regarding the administration or use of a covered countermeasure.’’ Legalized “just following orders” defense Nuremberg.

1. PERCEIVED LEGITIMACY – They want people to believe concentration of Monster power is lawful, morally sound, and materially/practically useful for dealing with threats/emergencies, and also believe that prior (nation-state) governments are illegitimate/inadequate/incompetent, thus power should transfer to UN/globalists.
2. SPEED – They want to reduce world population, and especially North American and Western European population, to meet 2030 deadline.
3. PLAUSIBLE DENIABILITY – They want people to believe that intentional, manufactured biochemical and financial attacks, gov. institutional failures are natural or accidental phenomena (disease, weather events, fires, spills, spontaneous wars)

2020-2024 – Rapid, massive, coordinated concentration of power alerted some of the targets that something weird was happening.

• This makes sense of things that are not well-explained by regulatory capture, Big Pharma profiteering, or regulatory incompetence.
• What the hell? How can worldwide governments be injuring and killing their people intentionally and legally?
• Why? Financial/debt reduction (health care, pensions, longevity); Al/robotics (surplus population); desire to control/enslave.
• Who? Private owners of BIS and national central banks through control of money supply, currency, banking of countries.
• Emotionally processing it is more difficult than understanding the facts and mechanics. Takes time.

• ENJOY the God-given gift of your life as fully as you can. Love & spend time with your family and friends. Do good work. Pray.
• DEFY orders to hurt yourself or others; help others defy orders.
• UNDERSTAND and SPEAK UP about the lie-based, automatic, murder- legalizing transfers of power embedded in laws.
• FILE cases designed to draw these legal facts into the open, by forcing defendants to cite to them in their motions to dismiss and defense filings.
• PUSH/SUPPORT lawmakers and courts re-asserting nation-state Constitutional rule of law: to REPEAL/NULLIFY BLOCK murder- authorizing statutes, regulations, programs. WeThePeople50.

• Attack Monster credibility (imposters/occupiers), and legitimacy of Monster acts. Point out, discredit, and condemn killers.
• Treaties, conventions, statutes, regulations, executive orders to transfer power are identifiable acts; passed and/or signed at locations, on dates, by identifiable lawmakers and executives
• Current federal lawmakers hold the power and have legal grounds to WITHDRAW their countries from international treaties (i.e. #ExitWHO; Brexit from EU); REPEAL the implementing statutes and regulations (i.e. PREP Act; Project Bioshield Act/EUA[ref][ref], etc.)
• State and county lawmakers have the authority to REPEAL state- and county-level implementing laws and programs, and BLOCK federal and international laws and treaties.

• Central bankers also seek to destroy public trust in nation-state governments, to create pretext for permanent transfer of all governing power to UN or successor totalitarian global government. (Trying to use ICC or European Court of Justice plays into their hands.)
• Related to sovereign immunity under domestic laws – exemption from criminal and civil liability for government officials, because sovereign not capable of forming malicious intent, only individuals. Once a person acts with malicious intent, he/she forfeits government official status and becomes imposter, outlaw.

Recently in my research—because I’ve been looking more at EU stuff (than I have lists at my website) of the EU regulations and directives and decisions that are similar to the ones in the United States in the sense that once the EU Commission drafts it, and the European Parliament rubber stamps it, it’s automatically binding on the member states in the EU. And they have similar ones about GMOs, pharmaceuticals and things like that. They have things about public health emergencies and things that trigger automatic financial contributions by member states into the EU once the EU says there is this public health emergency situation which they did with Covid. And that research has taken me into:”
• Vienna Convention on the Law of Treaties (1969, 1980 in force) – Part V – Invalidity, termination and suspension of the operation of treaties; Article 62 – Fundamental change of circumstances.
  “It has a provision for how you get out of treaties which as to do with Fundamental change of circumstance. So I think it’s arguable that the public discovery that individuals who are pretending to represent legitimate governments are actually engaged in a mass murder campaign would count as a fundamental change of circumstance that would give the governments the moral right and the legal right to withdraw their countries from those treaties including the International Health Regulations of 2005, the entire World Health Organization constitution which started in 1946. And so that’s an area where I'm going to be doing more research and more writing.”

  RE: Genetically Modified Organisms, See The Canaries in the Human DNA Mine, Julian Gillespie LLB, BJuris; Abstract:

  Decades of sophisticated and detailed legislation created to safeguard humanity from exposure to genetically modified organisms was ignored or legislated away in an instant when SARS-CoV-2 arrived. It seems this banishment was done with intention and not for the good of humanity. The lipid nanoparticles containing modified RNAs, the so-called “vaccines”, from the beginning fulfilled the legal definitions for being categorized as genetically modified organisms. Pfizer, Moderna, and regulators all knew this. The claims by Pfizer and Moderna repeated by regulators and complicit politicians that modified RNAs do not enter the cell nucleus and reverse transcribe into the human genome were lies constructed knowingly. Over four decades of scientific knowledge marked with Nobel Prizes pointed to modified RNAs integrating into the human genome. The knowledge of retroposition preceded the use of modified RNAs in response to the pandemic, but the WHO and regulatory experts did not inform the global population about these facts. This article retraces the steps in what appears to be a sophisticated deception played out in legal language, technical scientific jargon, and by medical regulatory bodies acting as if they were serving public health.
• Fundamental change of circumstance = public discovery that individuals pretending to represent legitimate sovereign rulers, have infiltrated national governments to enslave and kill citizens. They are imposters or occupiers to be expelled.

  “[I]nsofar as the moral justification of the experiments rests on the mandate of the public authority, and therefore on the subordination of the individual to the community, of the individual’s welfare to the common welfare, it is based on an erroneous explanation of this principle. It must be noted that, in his personal being, man is not finally ordered to usefulness to society. On the contrary, the community exists for man.” †

• Totalitarianism – Perversion of “common good.”
  † That’s the sort of distinction that we’re dealing with now. Because the totalitarians at the World Economic Forum and Bank for International Settlements[††][†††] pervert the concept of the common good to say that individuals are subordinate to the common good and that you can do anything you want to up to and including killing them if you can make a case — or if you can get enough people to believe — that that’s good for the planet or it’s good for the control of this coronavirus or whatever. Restoring the proper understanding of the purpose of society and how man fits with it is really important.”
